Richie is a white American teenager with short blond hair with fringes and spikes at the right side, black eyes and wears eyeglasses. He also wears a black earring on his right ear.
 
   
In the first season, Richie wears a green long sleeve v-neck sweater with a single orange lining and a white loose undershirt, tan pants and white sneakers.

In both second and third season, Richie replaces his sweater shirt to a pale green long sleeved hoodie and retains his tan pants and sneakers from his first outfit. In the fourth season it has a minor color change with his hoodie becomes pale blue and the linings are white, his pants are gray, and his sneakers remain white.
 
   
As Gear, he wears a light green sleeveless suit with a different shades of blue trim where he keeps both of his inventions and his robotic backpack on the back and a matching boots. He also wears a helmet resembles a skateboard helmet with a different shades of green visor on his face. In the fourth season, his suit and helmet is changed from pale green and a white trim.

Jet-Board
Friend and ally of [[Static|Virgil Hawkins/Static]], Richie created all of Static’s weapons. From the shock-box to the zap-caps, Richie went on a creating spree until he hit his peak. When he realized that he was getting increasingly smarter, he and Virgil deduced that he must be a “late-blooming” [[Bang Baby]], with his super-powers being increased brain function. Although Richie was not present on the docks when the 'Big Bang Gas' was released, it is his theory that he was exposed 'second-hand' by his close proximity to Virgil who WAS exposed to the gas and that some of it must have 'rubbed off' on him. With his heightened intelligence he created a ton of high-tech equipment, including a robotic backpack dubbed “Back Pack”, which attached to his back. 
 
   
After creating an outfit for himself, he became “Gear” and began helping Static on his missions. While he seemed to be in the way at first, Richie quickly got ahold of things and became a real asset to Static in the field and they became partners.

Static and Gear prevented a second “[[Big Bang]]” from happening when [[Ebon]] attempted to explode a canister of the Big Bang gas after a cure for the Bang Baby syndrome was introduced into Dakota’s air. While they began losing their powers, they were exposed to the final canister of the gas and, along with Ebon and [[Hotstreak]] (now a combined Bang Baby), remained the only bang babies left in Dakota.

Richard Osgood "Richie" Foley was the best friend and confidant of Virgil Hawkins, and one of the few to know of his double life. Yearning for powers of his own, he temporarily became Push, and later Static's crime-fighting partner Gear.

Powers and Abilities

After his transformation into a Bang Baby, Richie manifested augmented intelligence, especially in regard of technical design and calculative abilities. As Gear, he employed a variety of high-tech devices and weapons, including:

  • Back-Pack, a robot unit usable as a probe and portable computer assistance system.
  • Jet-Blades, vectored thruster-equipped jet boots, from modified roller blades.
  • Jet-Board, a hoverboard.
  • A sensor and neural interface control helmet.
  • Zap Caps, Mark I, grenade-like explosive balls
  • Zap Caps, Mark II, grenade-like balls with metal bands for restraining purposes.
